The article proposes a system model through which the relationship between social capital and its benefits can be understood. It starts giving a brief overview of the concept, and mapping some assumptions regarding social capital, such as “Societies with high social capital are generally believed to be better off”.
Basically, social capital is understood as the connections among people which influence collective action and the obtaining of benefits out of these actions.

The article makes a point to connect the sustainability of ICT projects to social capital. “Social capital is used to describe beneficial outcomes that can be derived from multiplaying existing community assets, such as trust, reciprocity and cooperation, shared values and norms, pro-activity and leadership, and a strong sens of community that can result from interaction and participation in strong social networks in a community”.

The article talks about an ongoing project which seeks to build an evaluation fraework of telecentre initiatives. It offers a quick review of what was considered relevant in terms of evaluation in 1999, when the first IDRC meeting was held. The current project have teams in 25 countries.
Current shortcomings of research on the topic:
- Focus on positive results
- Focus on anecdotes and success stories
- Focus on intentions, weak causality
The propose the use of Outcome Mapping as a way to evaluate the impacts of ICT projects.

The article contextualizes the telecenter movement and creating the euphoria resulted from the need to ensure access to ICTs which had its highest point around the year 2000, when most telecenter movements started. Still, the author states that telecenters still lack a theoretical approach, and then propose the use of stakeholder theory to better understand their mechanisms.

This article tries to apply diffusion of innovation theory on the adoption of telecentres. It brings some overview about the theory and give some interesting insights of how and why a community would start using a telecentre. It starts reasoning that because telecenters are usually implemented in an atmosphere of optmism and urgency, there is not much time for theory, and also that telecenter is an atheorical object of study. Still, it gives a good definition of terms, including telecenters.

The article elaborates on three different frameworks which are mostly used to research literacy and could be described as:
Learning framework, which basically seeks to understand who ICTs can ameliorate the process of learning classical skills such as learning and writing. Research using this framework usually builds on extensive quantitative data comparing ICT use and test results.

The article “Moving community informatics research forward”, by Aldo de Moor, was written as reflexion after last year Community Informatic meeting in Prato. It brings some important points that, according to him and what he saw in the Conference, should be addressed by practioners and researchers in the area.
